That's a pretty standard fare for a fair few games. Especially RTS titles. Generally speaking, they have simplified graphics to account for how many units and the scale of the map that are generally required.
C&C Generals used real time cutscenes instead of FMV and for the most part that was not very well recieved. The units just lacked the detail for that kind of work. When the Zero Hour expansion came along, those FMV sequences made their return.
Of course, the 360 should be able to run a RTS using 3D character models lifted from Halo 2 without breaking a sweat. But in this next-gen war with the PS3 on its way very soon, that's hardly going to be impressive in the eyes of people who aren't technically minded. It wouldn't make much of an impact, at least compared to what the Halo Wars one has done.
That's a crucial part of this. A big chunk of the HW trailer is going to be to grab attention. Buisness again.

Speaking on the whole. An RTS engine isn't generally suited for making indepth cinematics. Hence why its usually left to text, voice or FMV. That doesn't mean those methods can't work though.

But maybe this will be an RTS to change that. According to the HW site FAQ, the models used in the Pre-rendered sequence are enhanced versions of the ingame models that have already been made.
Apart from the finer details, it might not look too different.
Get some decent scripting in there and we'd have real-time RTS cutscenes visually more impressive than the Halo 2 ones.
