Well, it depends. For some people, FMV can sit very well with them indeed. Some prefer to concentrate on the action and then absorb the story as an interlude (or skip it as the majority do. Hey, that's how it is. An awful lot, probably even the majority, skip all cutscenes in any form).

Anyway, what's wrong with telling the story through both cutscenes between levels combined with voice and cutscenes while in-level? Its not frequent in the C&C series, but it happens from time to time that you get 'incoming transmissions' via voice or usually a small FMV window replacing the radar screen with a story or mission update. Be it a soldier on the ground or pilot in the air.
There's no reason why it has to be limited to one system or the other.
