I would say storytelling peaks in the RPG, but that's because it is generally the main driving force for the game. Something like Xenogears is a masterpiece.
The FPS is up there in potential though. Though it can lack in detail and is limited to what kind of a story it can tell.

You know, excluding Generals, the C&C series for me has always been pretty damn good in its story telling. At least given when the original and Red Alert were made. So the story was pretty much all FMV/CG between missions, with the occasional mid-mission update but that was great for its time. And as long as people don't mind cinematics (I love them) they were great.

OK, so maybe that's completely useless if you have to hear the story as a character in the universe through their eyes. In that case, you simply have no option other than a FPS.
Even more so if you don't like cinematics. Then you don't really leave yourself with a whole lot of options.

I guess what it comes down to is that its not actually all that hard to make a game all that authentic. There are lots of Star Wars games out there that manage this in whole hosts of different game engines and genres. From X-Wing Alliance (excellent story telling and character development in that, and it was a starfighter-sim) to Galactic Battlegrounds or Republic Commando. Play any of them, you know you're playing a Star Wars game and it feels like it.

Get the characters right, the locations, the atmosphere and the music right. Then the feel can be recreated.
Mario Kart was a complete departure for a Mario game, but it still felt distinctly Mario. And now its by far the most successful Mario spin-off and an eagerly awaited title in its own right.

I have faith in the developers that Halo can cross genres more smoothly then most.
And I am also confident that the RTS platform can be a great means of telling a story.. so long as the players are willing to accept that story in a different format.
