Having played and loved Starcraft and Starcraft Brood war, I can say that those games exemplify the possibility of RTS story telling. Not only were the gameplay mechanics phenominal, but the story was well told and engrosing. Granted, a lot of the backstory is told in the manual, much more than in Halo, but it was worth the read, and that combined with the cinematics, pre game mission briefings, and in game events, the world that was created and the story that was told was very engaging.

In starcraft, the heros are represented as single units on the battlefield. You cannot allow them to die. In games lke Myth, your army is smaller and thus individual units are easy to control and keep track of. However, the perspective it going to be interesting. In Starcraft for example, you play as an unnamed leader in each of the three campaigns and more or less watch the evens surrounding your actions. It's fairly close to a first person perspective, but not quite. The characters in the game talk to YOU, and in a sense, you're playing a character in the game much like you would be by playing the master chief by first person.

Starcraft has got to be less than 10 bucks now, and ran on my 60mhz Powermac, so it'll work on pretty much any computer. There's even an OS X version available. Since you admit to never playing an RTS game, I suggest checking it out to get a sense of the storytelling possibilites for RTS games, and then perhaps you then might share my optimism that a Halo RTS could have an engaging story.
