This goes back to the theory that some people have that the whole rebel threat was used only as a justification for the funding and development of the Spartan II project. Alarmist politics used to fund the next generation of super-soldier. However, not so alarmists if the threat of the Covenant was known but keep a secret away from the general public. Just when did ONI find out about the Covenant? [snip]
Cortana has one standing order that the MC and her must follow -- everything else must fall into the parameters of the standing order: KEYES: I appreciate your concern, Cortana, but it's not up to me. The Protocol is clear. Destruction or capture of a shipboard AI is absolutely unacceptable, and that's means you're leaving the ship. Lock in a selection of landing zones, upload them to my neural lace, and then sort yourself for a hard transfer.
