We do know that 3 Spartans were fighting on worlds too far to be easily recalled (FoR, p.240). So there were, at last count, four Spartans that we know of who were not lost on Reach - John-117 and the three others who were at the far ends of UNS or Covenant space. There may also have been other survivors of the Reach situation, presuming that the world wasn't melted down into slag and that they could survive underground for some time - the planet was the site of extensive mining operations, and the Spartans have some experience in underground ops. If there were survivors from Reach, they may also explain why, in the Halo 2 E3 trailer, we get a comment like that from the two wounded Marines we see on the way down from the dropship there: "Did you see that?"
Or Sargeant Banks' comment: "When I asked for reinforcements, I didn't think they'd send a Spartan." This suggests that there's more than just MC, either because the other three survived their missions and were retrieved, or perhaps because a 'new class' of them was brought into the war by this time, the one discussed back when the Spartan II's first got their suits.
