I've said it before and I'll say it again - she's the copy of Halsey's brain and the woman was obviously disturbed. Would you go around stealing children to mess around with them for - let's not forget this - rebel control. Not aliens. Rebel control. Not the extinction of the human race. It says in FoR that the rebels were getting totally out of hand at one point, I don't remember the exact quote but it goes something along the lines of losing the outer colonies.
Did you guess I have issues with this? I recognise that Cortana is not a mass-murderer but I do think there is something very strange going on with her. Halsey showed very little regret apart from once or twice wondering if this was the right thing to do. I know we were supposed to think that she had thought long and hard about it and realised there was nothing else to do but I just feel wierd about the whole thing. Also - did Cortana not transfer a general to his certain death on the front lines? Perhaps not his certain death but surely it's a little extreme, even as a revenge move. The fact that Cortana was capable of revenge at all is very scary. One more thought - Cortana decides that nothing is going to happen to John at the end of FoR and is quite maternal. This is reflected in John's dream at the start of the Flood where the image of his mother fades to Halsey then Cortana again.
