You forget that the inner colonies had no resources of their own anymore. If the outer colonies fell, the inner colonies would be starved, and civilization as we know it would be plunged into chaos and mass deeeeeeeeeeath. Thus the experimentation. In addition, there has been speculation that ONI was aware of the Covenant threat even before the fall of Harvest.  | |
