It was a joke, get it.

Those are her records, not her judgments. It's based on the Covenent BNet, LIKE SHE SAYS.

Maybe they weren't supposed to stay there, or were even ordered out of the area, but stayed anyway. That would be what we call "human erroneousness," I believe. Difficult to predict stupidity, even for a Smart AI.
