I would think the best way would be to position a lot of small thrusters around the outer face and on the edges of the Halo. The direction and force of these could be varied, and fuel wouldn't be a problem(hydrogen from the gas giant could be used as the propellant, and hydrogen fusion, solar, or some unknown power source would accelerate the hydrogen. That is, assuming "conventional" human-like rocket thrusters.).
That way, the orbit of the Halo could be slightly adjusted if necessary, and the air could be placed on the surface in liquified form after sufficient pseudo-gravity has been built up, then evaporated to form the atmosphere. And because the ring would "spin up" gradually with the force applied fairly evenly over it's surfaces, there wouldn't be as much danger of it flying apart due to normal problems and stresses during that stage.
