Ummm... the reason that lasers help is exactly BEACAUSE they are blurred by the atmosphere. By looking at the way the laser is destorted you can also make inferences to how the view is distorted too. This is because it is very easy to predict the path of a laser beam. Furthermore, it is much more expensive and resource intensive to send up a satellite. (rockets are complicated things, ya know.) And in the halo environment they would mos likely be destroyed the moment they got into the upper atmosphere. Ground based telescopes are cheaper by a thousandfold in both the work that goes into them and the resourses they consume.. Plus, you can hide them. Not to mention that the best view of the inside of the halo can only be attained by sitting on the oppisite side. (farther out your view will be blocked or slanted, further in you get a smaller field of view.) Having several ground based telescopes instead of one satillite could also be more useful for purposes of trangulation.
