Again, equipment is tight... and you need only half the scope to do it. We are not talking planes here. A sattelite spying on the halo has only to penetrate one atmosphere. A ground based one has to penetrate twice. Then figure in weather, and surrounding terrain (limits what the ground scope could see), and ease of capture. The reason we moved from planes to sats is becaause a sat has a larger field of view, and is damn near impossible to shoot down. That and a Sat doesnt have to deal with inflight turbulence screwing with the cameras. Lasers wont help. THOSE are made of light too, and suffer from atmospheric blurring as well. Faster and easier to make a sattelite, not to mention better and cheaper too :)
