(Jägermeister) If the Halo actually encircles the Lagrange point (maybe I don't wuite understand this), then couldn't you just put the satellite in a smaller halo orbit and it would spin happily around the lagrange point within the Halo? As for the actual spycams, someone already said this, but he's right: On a convex world like the Halo, you could observe the other side through a powerful telescope on the ground. No need for orbiting cameras at all.
