No. For the satellite to spin around the lagrange point, its center of mass must be at (or pretty near to) the lagrange point. The only way you could have a satellite orbiting the lagrange point (without constantly thrusting to correct its path) would be to connect it to other satellites of equal mass, so that the entire group forms a smaller ring around the lagrange point. If the humans have the resources to launch at least 3 satellites and connect them with some REALLY strong cable, it could actually work.
