I concede the laser.

However, do your homework :) Its the future... and you are in interstellar space.

Sattelites are getting cheaper. By the time we get FTL drive, a satttelite launch would be VERY cheap... cheap to the point of ridiculous. That and WHO NEEDS A ROCKET? No one. Use a portable railgun or ground based laser propulsor.

Putting them into space would NOT mean instant destruction of he sat by a Cov weapon. Just build it KINDA stealthy, or build many really really cheap ones.

Ground based ones have double the weather to deal with, and are easier to blind. A sat in an erratic internal orbit with even a FRACTION of stealth tech would be a bitch to find and kill.

And the best view of the Halo is from a rotating point in the DEAD space in the ring's center. It has access to all of the Halo's internal surface, half the distance to focus on the ground, and can be hidden quite easilly (send up about 3 tonnes of chaff with it using a railgun type launcher, and its perfect).
