A couple coments on this subject. First, an advanced civilization might have been inclined to build the Halo using nano assemblers, which could have broken down astroids and rebuilt them into whatever materials (including earth and water) that were needed, in place. So the dirt and water would need to be imported into the Halo after construction. Second I would guess that you would need a lot more than two powerfull engines to rotate the halo without creating lts of uneven forces. Even once up to speed, you would want to have these engines on hand to adjust the orbit occasionally as foreign objects in the system (comets, asteroids, planetoids) pass by and may perturb the orbit (or space forbid, smash the Halo alltogether! eek!)
