Perhaps Egyptians. They read things based on which direction a prominent figure in the text was facing. However, this is likely to be of little consequence to a single symmetrical figure. (an "I") I think that's barking up the wrong tree.

The & sign is similar, but not it. & has a plethora of meanings, not just boolean algebra. It is used in normal text, logic, algebra, calculus, and very heavily in programming. "&&" translates to a logical AND, while "&" translates to an entire bitwise AND calculation.
This symbol is not an ampersand, otherwise it would have been straighter. It seems particular care was taken to make this symbol as curvy as it is. I think is is slightly reminiscent of an Arabic numeral, but I know nothing on this subject. It's worth a look though.
