As far as DNA is concerned, ACG = V. Seems to be a straighforward translation, to me.
This also indicates (to me, at least) that the glyphs decode to letters, not numbers (although numbers obviously are part of the process). The only useful set of numbers I can think of would be an IP address, but a text solution could have a lot of info in it. Below is a list of thoughts I have had about the dial centers:
1: I in C, 1 in 100
2: 32 over 7/10 divides down to 45.714285 where the 714285 repeats indefinitely
3: East-Southeast or 112.5, 'that' in Spanish
4: V (see above)
5: ampersand ('and'), I keep thinking this is a character in some alphabet, but I'll be damned if I can find which one...
6: the top right looks like Japanese (and possibly Chinese) for '8', the bottom right is '14' in Sumerian cuneiform, I can't remember what the large plus sign represents mathematically
7: 74 in Mayan (I assume it decodes down to a letter)
