ESE is actually a company who specialise in high-accuracy timekeeping. I'm wondering if this one could be decoded by someone with knowledge of how the ESE devices keep time.

Mathematically, c and e (note lowercase) have a set constant value, not unlike pi. e is roughly equal to 2.718281828. c is an integral constant in physics, the speed of light. Calculated to be equal to 299,792,458 meters per second, but usually rounded to 3 x 10^8 m/s.
That is probably useless, but you never know...
I'd also back you up on the Japanese symbol there. It is definately number 8 ^_^
