Circle 2 clearly has to do with binary arithmetic. The 32 just screams it. 32 is how many bits are in 4 bytes... most CPU now-days are 32 bit processors...

If you AND all of the numbers around the circle together you get 127 (that's all of the lower 7 bits on)
If you XOR them all together you get 15 which is the lower 4 bits on...

Also, it seems obvious to me that the pictures in the center of the glyphs are the key to decoding the numbers around the dial... I could be wrong, but.. that's just what it feels like.
