A good retcon : would justify something that already existed. no, I mean it was that way in The Fall of Reach, but not any of the games or the following books, even though almost all of them happen in a 4-5 month span-- I haven't read the book yet, but wasn't it the case that even during the battle for Reach the Elites were pretty present all over? but they'd been first seen what, two months before? and then they're all over in the first Halo
