I think you're referring to a gamplay video on Damnation/Penance of ZB that 343 released, right? Had we seen or heard anything about the 85% bloom part of the TU by that point?

If not, then perhaps they were just showing that bloom modification was possible, and showing a no bloom game was way more obvious to make that point than an 85% bloom game. Then, since that was our only glimpse at the TU, we all just assumed that ZB was the only thing coming in the TU. Then 343 said no, we have "something to counter" with, and they meant 85% bloom.

The above is just speculation, I'm trying to help think outloud if what you experienced was just a misunderstanding (similar to the TU vs Vanilla playlist misunderstanding), or if they straight up lied to you. From what I know of the people that work at 343, I don't think the second option would be the case.
