Never did 343 say that these changes wouldn't affect any other hoppers over time. All that's happened is their "special area" has grown. Technically they haven't done anything out of place. The TU changes still live in their own place, and regular Reach does as well. Now I have to do a little digging of my own to see where 343 mentioned the beta hopper was merely a stepping stone -a place where things could be tested and tweaked- before making it into existing hoppers. Could 343 have made it a little clearer? Definitely. But I liken this to tomato/toma(h)to. You interpreted these words how you wanted. Best I can chalk this up to is a a misunderstanding. No one is right in this case -I can see why you thought the way you did, and I see how there's room for error- and no one is wrong.
