Nobody is arguing that spamming is a superior technique. In face, that newman said "10%" means he recognizes that the person with ideal shot pacing will win the vast majority of the time. However, the point is that someone who paces their shots perfectly versus someone who fires too fast will, depending on the circumstances, still lose a meaningful portion of battles due to chance, since the spammer will occasionally have a higher damage output (since they are firing faster, if they get lucky and do manage to score some hits, they will do more damage). That is, there's a level of uncertainty in it, and it's a level of uncertainty that many pro gamers consider to be too high*.
*Which of course could use a statistical analysis to back it up. A full analysis would be horrifically complicated since there are so many factors that would have to be considered, from cover to range to both firing rates and whatnot, but a simplistic model could at least be a start. Still, it's significant enough to be noticeable, and I think it would be hard to call it negligible.
