Essentially, a villain engineers a situation where all possible actions the heroes take will benefit the villain. In this case, Cortana's plan is closer to a Batman Gambit, where the villain or protagonist crafts a scenario that will benefit them if the people involve continue to behave as expected. It all hinges on the mastermind manipulating everyone's motivations or flaws for his own ends.
