Well not even that. If you have a strong character in a Deus Ex type game, that's bad, just as having a weak character in Final Fantasy VII would have been bad as well. The easy test is to ask who has the control over how the story plays out. If it's the game designers, then make a strong character. If it's the player, make a weak one.
