I take that as not gameplay versus story but possible versus definite. By that I mean a Spartan II wouldn't have trouble getting through a few Grunts and Jackals but a player might, and I'm pretty sure they all have good aim but when you're playing they might fire a dozen rounds and hit nothing but air. The "possible versus definite" label is especially true because you (as a player) can fire SMGs for a prolonged time and keep your aim.

I would disagree here but I think the DMR and one or two other weapons might not bleed through from shields to health on non-TU gametypes even with the damage turned up... I guess I should repeat that test and save the film file.

case in point: this happens with the plasma pistol too, with regular damage

I totally agree. If there's any way they can still add it in (maybe it was since the E3 build, which seems to be what's been used this whole time?), I really, really hope they do. I don't care if it regenerates automatically (well, not that much), I just know there will be some level of underlying health and it absolutely should be shown.
