Not really. You can survive a decent amount of damage, enough that I very frequently get out of fights in Reach with low health but not dead. You cannot tank headshots, but headshots aren't the only thing coming at you in Halo. Heck, Reach's most popular playlist, Team Slayer, sees frequent AR fights that end with players trying to out-bullet each other; I'd find it baffling if someone were to try to argue that having low health doesn't seriously affect how you have to approach those situations. It also just plain usually makes games feel smoother. Recall how many people have been frustrated with Reach's vehicle health system on the ground that the health "doesn't regenerate" and that they "don't know when the thing will explode?" Combine those two statements and you have an obvious explaination for why an aspect of the game feels unresponsive to some people: of COURSE the death will seem random if you can't even begin to gauge the health limits because, not only is it difficult to learn exactly how much each shot you take does, but you don't even know how the system works overall! Simply showing the health bar probably would have improved the reception of the system enormously.
