No. They were part of the vision of what might arguably be called Bungie's biggest mistake - a producer with a bigger mouth than brain. Yes, he was a Bungie employee, and so technically was speaking for the company. He said things, however, that no other employee would say (mostly because Bungie tends not to speculate too much about stuff they're not sure about) - and much of what he trumpeted ended up getting cut later for practical reasons. (Reasons that do not include supression by Microsoft guys.) He no longer works for the company, and more recent information has painted him to be... less than credible.
