They could've at least had some marines wear it in CEA : for the sake of variety if nothing else. Maybe so, but that's a rather different point to make from the original "They are using army troopers instead of marines!" gripe that was fairly prominent in the build up to the release.
As it happens, I think the lack of it feels a bit more appropriate on Halo anyway, saying as we have troops deciding to use jungle hats instead of helmets, or having their sleeves rolled up without armour, etc.
