You've somewhat missed the point. Of course they are Marines in H1. The point is that what you see at the end of Reach isn't actually a specific Marine model of armour as people have come to believe. At the very least, that particular armour is cross-service. In other words, there is good reason to believe there isn't actually separate army and marine uniforms. Reach is the first game that introduce the army, so there isn't really any solid basis for saying that they have a different uniform from marines.
