Yeah, I've wondered about this. Many of the issues people have with the newer Halo games arise from issues where Bungie probably should have gone one way or the other, but instead chose the half-baked middle road.

For example, Halo 3's use of the Arbiter. In choosing between a split campaign and a Master Chief campaign, they chose the "eh, let's just have Arby frolic about" option.
