You're absolutely right. We don't know for sure. It's just generally assumed because of all the clues that suggest the Ark is on Earth (or IS Earth). But it's never really been confirmed, technically.

The closest thing we have to actual confirmation is that there was a drawing spotted in some video (maybe the one from the H2LE disc, I can't recall for sure) that had that structure labeled as the Ark. But that was just a concept drawing, and plot details may have changed since it was drawn. It's possible that it was put there intentionally to mislead us too. It seems odd that Bungie would let something like that slip by into a publicly released documentary if it were real. They're usually good at keeping plot detils out of videos like that.

I guess we'll find out eventually.
