Maybe these a other (presuming their are others) ark like things like High Charity are like bomb shelters. Maybe they protected the forerunners from the Halo attach and then they would have one master shelter where you could actualy activate the all seven rings. I mean It would make sense, it could also explain why there is a ship in High Charity, however it does make you wonder where the forerunners could be. Maybe they left the galaxy in fear of the flood, its much better than suicide.

Also think, the Halos cannot be activated by the monitors so someone needs to have the knowledge to activate them maybe when a huge flood outbreak happens the forerunners just send a squad to activate the halos and asses the situation, I mean the monitor was very happy to purge the entire Galaxy with no content for life. Also its not like the forerunners didnt care for the life in the galaxy, in Halo 343 GS asks "Before when you asked me if I would have done the samething" or something like that it shows regret and that the reclaimer who activated the ring survived.
