I like this idea and I may be about to tread on heavily trodden ground but where does it say that the object in the H3 trailer or High Charity are "Arks"? I realize that everyone is assuming that the object in the H# trailer is an Ark but I think it looks so much like the top of High Charity that it could just be High Charity and none of us have seen "The Ark" yet. Look at the bottom of High Charity, considering it's shape it certainly looks like it could be set up to burrow into planets from time to time.

My feeling is that there is only 1 "Ark". Not just because Master Chief destroyed a similar structure (similar to High Charity) in "First Strike" (and don't start with me about the difference between book and game continuity, they consult with each other) and that would make like 4 Arks but also for many of the reasons you folks have mentioned here as well as my own personal sense of the story.

It also makes perfect sense that a mobile command base like High Charity would sometimes be more useful planetside than in orbit. Every machine needs repair and refit and the sheer numbers in food, fuel and raw material consumption for an object that size makes supply a constant issue. Better to run it like the aliens in "Independance Day". Although their main craft stayed in space around 40% of it broke off to kill the natives and collect the resources of their target planet.

Whose to say that High Charity wasn't designed by the covenant with a similar function in mind.
