That kinda reminds me of a post I made a few weeks back:
"If I had to guess, I'd say that the Forerunner inhabited several hundred thousand worlds, or at least explored them. In their exploratin they found humanity, the elites, the prophets, the brutes, the grunts, etc. They saw that humans looked most promicing and decided to make them their heirs, programming the monitors to recognize humans, and seek their help when necessary.

This would also explain the covenant's hatred of humanity: If you had a bigger brother whom everyone loved, and whom was determined to inheret everything, wouldn't you hate him? The covenant might have found information about the forerunner's plans in the artifacts, then decided to kill the humans and become the new 'heirs to the throne'"

I still rather like my theory.
Off to the side, wasn't High Charity carved out of an asteroid? and isn't that big room in the middle only up at the very top? Or is that the majority of the dome?
