Assuming that there is one of these "arks" on The Covie homeworld, Earth, and Coral, that wouldn't make sense, since only one Ark is mentioned (343GS says, "The Ark, of course.") Perhaps the Forerunner put or built these things around or in planets within solar systems that could support life, and what the Halos actually do is send out signals to these catalyst planets and then the these ark planets only need to wipe out life within their solar system.
So, what I'm saying is that there is only one Ark, and maybe this particular planet (Earth) contains the Ark that sends the go-ahead signal to destroy all life in the galaxy, but each habitable solar system has one catalyst planet that will somehow activate and kill everything in the system. This process would aviod the problem of having gaps in the circular killing pattern in teh prefered theory.
The only hole in my theory I can see is when 343GS said, "This installation has a maximum effective radius of 25,000 lightyears" (or something like that). Tha implies that the installation itself kills things, and that there is a radius to this. Even so, what 343GS said could still mean that any catalyst planet within 25,000LY can be triggered, but I think that's going out on a little bit of a limb.
