That would somewhat explain the size difference. The dome surface of High Charity looks pretty rough too... I could definitely see THAT being underground as well... though if it was all underground that cuts down my theory as to why the top looks different from the bottom. I will say this though: NEITHER the top nor the bottom looks like typical Covenant architecture from the outside. The Covenant look of the inside of the dome helped motivate my theory that they built that part.

The top of High Charity as the visible part of the Earth Ark would also work with the idea that Truth’s forerunner ship is going to dock with Earth’s Ark… it would go in the same way it came out and would fit quite nicely if underground we had our own giant dome. Perhaps instead of finding their forerunner ship and putting it in High Charity, the Covenant’s Forerunner ship was ALWAYS in there and they just found it like that… still docked from their forgotten retreat from the last Halo firing.

My one reservation is that in the only views of High Charity we have, the top looks roughed up in my opinion… almost like the result of an explosion or some other blunt force than the precise opening mechanics of our Ark. Also, if the Covenant found High Charity the way is it now and just built a city inside of it, I would expect them to have deduced more about the Forerunner and the Halos’ purpose than they appear to know. It’s all a possible though!

The more I think the more thinking I do…
