That actually goes pretty well with a theory I have about the Ark.

My theory is that the Ark on Earth has to use a corresponding installation on the Moon so it can use the moon's gravity well to amplify the signal, but only at certain times can this happen, mainly durin a lunar eclipse. Yet that would mean it would happen at night most likely, but we see the Ark firing in the day. So maybe what we actually see happens, but it's a failed firing attempt. The ark just fires energy harmlessly into space and it does nothing because the moon isn't in line with it.

So the Covenant then find out they have find another Ark because this one can no longer be used. This allows for Earth to be liberated and also allows for this being one third of the way into the game. I also believe Bungie said this would be the thing starts of a long adventure. So maybe that is also what happens. It becomes a sort of wild goose chase with everyone looking for the next Ark to prevent its activation or to activate it.
