Well, I suppose it would be pendantic nit-picking, but when you jump your momentum carries you up, and also forward, due to the spinning of the ring, so that you intersect the ring again. It depends on how fast the ring is spinning, but you may not be able to tell the difference between jumping forward on Halo (assuming the rotation is the generator of the gravity and not a peculiar side effect of the same) and jumping forward on Earth. Although how the Ghost, and especially Banshee keep positions relative to Halo is a quandry...
