i have lots of problems explaining myself so im gonna waste half an hour trying to explain myself
imagine that your standing in halo, and that for this example halo is rotating (very fast i might add), that would mean that everything around you is going FAST!, as fast as halo is rotating, (we will give it a number (10))
ok so you and the ball (both traveling at 10) are just standing on halo, the 10 is used to keep you from going backwards, and you decide to trow the ball straight up, when it reaches its maximum altitude its closer to the center of halo then you, all objects closer to the center move slower (north pole is closer to the eart's rotational center and thus is slower).
at that altitude you only need 5 to stop yourself from going backwards, but since the ball has a speed of 10, it uses 5 to keep up with halo's rotation and the other 5 to move forward
if i were to watch you trow the ball it would give something like this
