To me the Arbiter was a guy that had a lot of shit happen to him. How did he feel about it? Who knows - outside of cutscenes I was in control of him. I suppose I could have invented a character for him and I did. I imagined that he was a dick who had no problems with genocide, and a hypocrite who squealed with outrage when his partners in crime did unto him what he was happy doing unto others. But I suspect that this wasn't the way that Bungie's story tellers wanted me to think about him.
