I see your blatant disconnect. You're saying that any time a game breaks away to tell a story in a narrative fashion (whether that's in-engine dialogue or rendered cutscene, you're no longer playing a game. Therefore games cannot tell stories. You're using a much stricter definition of "Game" than anyone here. Mass Effect is a game.
Some of these tell stories more than others. Some of these tell different types of stories. Some of these incorporate story elements into gameplay, some of these provide story when taking you out of active gameplay. As a whole, a game can tell a story. Gameplay itself isn't narrative storytelling, and that's what you're focusing on. You need to provide context for your definition of "Game" as well as your definition of "Story".
