: Dude, you're such a downer on science fiction :P
: By your argument, the brain is 'just a computer' as well. But we are far from
: fully understanding it. We can easily write a program that could translate
: one language into another, but it doesn't mean we understand or grasp the
: functions and meaning as a whole.

That's not true. There are translation programs out there that are really good but they still miss things and they're not easy to write.

: the sum is greater than its parts.
: science fiction: we create a system that translates the super-complex neural
: network into a super-complex set of code (on who knows what sort of
: computing system in the future - I would like to think at least somewhat
: quantum level). Without the complete psychological understanding of a
: human brain, there no complete psychological understanding of a program
: translated from a human brain.

I was arguing from an understanding on the level of physics and electronics, but I can see that might not cover what could be going on.

: Therefore, a Smart AI not inherently programmed from the ground up
: would not be completely understood from the ground up. Unknown
: space/time effects could 1) have an effect on the technology being used
: at that moment (we have no other in-universe example
: of a forerunner article being activated in slipspace in the presence of a
: hyper-complex computer system carrying a Smart AI) and 2) technological
: effects on the Smart AI are therefore unpredictable. Cue sci-fi story. :P

Assuming this AI automatically enters any system it can wirelessly and that it's able to communicate through the portal (which is the only way this would work), and that "dividing" or "splitting" it in some nebulous way would result in a working set of AI code (which seems unlikely to me), there's still the fairly big issue that it might not run on today's computers (let alone 2004's), and in fact it probably wouldn't run.

You cannot fall off the floor.
