I believe the sticking point is in Glasslands (and intimated by Halsey herself) is that her standards were so high and the costs so prohibitive getting another class off the ground was pretty much impossible. Where'd these one or two Spartans come from? How many more could there be? (They would only further mess up the Fall of Reach "all the Spartans are here" counts.) If they were created without Halsey's knowledge, it doesn't square with the fact they've never been discussed otherwise.
