Never said they were, but the previous novels and Halsey's journal make it fairly clear she was fully aware of the implications of her work and took it very professionally. I didn't really get a "curiosity" vibe from her previous portrayal; for instance, in the journal, there weren't any entries saying things like "I'd love to find out what'll happen when I put this stuff into a kid's bones." : Hey, kiddies! There's still a difference. Halsey's program had a tangible goal and it produced tangible results, i.e. super soldiers, while all we got from Nazi scientists was something as nebulous as research data. Yes, it's probably benefited humanity a lot, but at least the point of the Spartan program was to have as many subjects as possible survive, while Nazi science was more about dissecting people in worst ways imaginable. : So, uh... no. I'm not saying people should sympathize with her, more like begrudgingly accept it as a necessary evil. The fact people like Parangosky who were there in the beginning and know the whole story suddenly decide to destroy her for the sake of a few clones is a little too unbelievable. Parangosky always disliked Halsey, but if she was going to sideline her or lecture her about some clones, it should've realistically happened decades earlier. And when did ONI become so open they're ready to spill the beans on their own projects for normal people to see, including the Spartans?
