Someone else has probably worked this one out already, but have some thoughts: During his rampant tantrum on The Rose, Durandal says that he saw the Pfhor far away, not looking our way. That says to me that while the Pfhor empire occupied a patch of the galaxy relatively close to ours, their interests lay elsewhere - enemies to be dealt with, a cluster of other civilizations ripe for enslavement, who knows. In this case the scoutship which attacked Tau Ceti could have been bumming around in what the Pfhor considered a dull backwater, and might have stumbled onto Earth by itself had Durandal not gotten its attention first. How Durandal got in touch with the Pfhor has a fairly simple explanation: the Pfhor empire, if memory serves, was built on scavenged Jjaro technology. Greg Kirkpatrick has stated that Durandal was aware of something the UESC found on Earth's moon, and the obvious inference is that it was also Jjaro material. Thus Durandal was able to spot the Pfhor scoutship and flag it down because he could already identify the telltale signatures of Jjaro-like tech.
