I don't think it was entirely tactical. And I don't think it was entirely outside the system - 20 hours to cross most of a star system would involve Ludicrous Speed for conventional travel. I seem to remember a reference about the Pfhor being surprised by how close to a gravity well Durandal's ship appears. Granted there is a lot space within a star system, but folding in anywhere near Lh'owon was probably out the question for Tfear both technologically and tactically.
