Leaning towards a "Storytelling Perspective" from part of Bungie, but also considering when was this written, and comparing it to "Universal Facts" that have been present in Halo Novels, for example, we can deduce that FTL Travel isn't totally accurate... And from what we know of their technology: The Pfhor are Slavers, not Conquerors, and a single Battleroid of Human Origin managed to single-handedly dispose of them multiple times, with very little help from AIs and other Humans. Durandal has also stated the Pfhor's inability to properly use their Ships' weapons systems. And their infantry weaponry isn't quite advanced (Shock Staffs?) The Enforcers are the only ones carrying an actual firearm. So, regarding FTL Travel, it's been stated in the aforementioned Novels that it is not accurate; The ships usually miss their desired location (I know, I know, I'm just going to stop rambling and just paste the thing, for Vriska.) "---A ship may transition back to normal space millions of kilometers from its intended destination. As a result, UNSC ships often transition in and out of slipspace outside star systems, far from any gravity wells of celestial bodies" So, perhaps the Pfhor can't make accurate-enough jumps because they don't have the technology to prevent from exiting Slipspace within a Sun.
