You seem to misunderstand what the mistake is. The mistake is that the pistol behaves differently depending on how you choose to fire it. It behaves properly when you press the trigger with each shot, but incorrectly when holding down the trigger. The code is there to make assault rifles and plasma rifles lose accuracy as you hold down the trigger. It isn't supposed to be used to implement bloom on precision weapons, because it doesn't properly do it.
